explore.exe and virtual memory

My version of windows XP has begun locking up. The
problem started after I used restore systems stettings
utility to correct a different problem.

Immediately after startup, I access the task manager and
look in the processes section, I see the explore.exe
process cycling up to 126K of memory. CPU usage is
100%. I can start one application, but it runs very
slowly. After several minutes, the explore.exe
stabilizes at 38K, and CPU usage comes down, but no
applications will start.

I have an HP pavillion 512n with a 1.4G celeron processor
and 512 memory.
