exactly what is limited on a limited account ? what is protected and what is not ?

Good Question - A good practice is to only have one Administrator Account on your system.

Administrator Accounts are God Mode

Limited Accounts are managed by the Administrator, and each can be given Great Power, or nearly No Power. If this is a Home System, give the Kids Limited Accounts, or you will soon find your HD full of SpongeBob.

You can set Local Policies on a Limited Account - preventing them from installing sotfware, hiding or setting passwords on directories (nowhere for the porn to hide, son.)

In a business, One Administrator Account, and all the rest should be Limited.

I disagree, there should always be at least two admin accounts in case
one admin profile gets munged.

Also disagree. It depends on requirements of installed software; some
programs and network printers will not function correctly running under
a limited account.

Limited account

The limited account is intended for someone who should be prohibited from changing most computer settings and deleting important files. A user with a limited account:

Cannot install software or hardware, but can access programs that have already been installed on the computer.
Can change his or her account picture and can also create, change, or delete his or her password.
Cannot change his or her account name or account type. A user with a computer administrator account must make these kinds of changes.

Note:

Some programs might not work properly for users with limited accounts. If so, change the user's account type to computer administrator, either temporarily or permanently.

That is why, once you have created one user account with Admin status,
the master one *called* Administrator is hidden at Welcome, to be kept
in reserve for emergencies. It can be accessed by booting with F8 to
Safe Mode; or in Pro only by hitting CTL-ALT-DEL twice at Welcome and
entering the name explicitly

If some software doesn't work for a limited user, I just dump it. If the
folks don't bother to follow guidelines, who knows what other problems could
that software have?
