everyone can open everyone elses mailbox without permissions set

We are running Office 2003 and Outlook 2003 on most users. We just
discovered that any user can open anyone else's mailbox even though no
permissions have been given by going to File, Open, Open other users folder.
I assume there is a setting in the mailbox store perhaps that allows this.
Has it been this way since we upgraded to 2003 and we didn't realize it or
has something been changed in the default security setting?

The problem is not in Outlook but in Active Directory, where permissions are apparently set too loosely. The version of Outlook isn't relevant.

thanks. upon further investigation it does not appear to affect EVERYONE as
was first thought, thank goodness. however that poses the problem of who and
why. I have looked at the security on a few affected users but do not know
where the permission problem would lie. can you offer any suggestions?
