My OS Server 2003 Standard
I read the Microsoft article about purging the mupcache, this didn’t
work. I even set the dfsutil command that purged it to run everyday,
no luck. I also read an article about registry entries but some of the
entries it mentioned weren’t there.

This error is basically bringing down the entire network, making it
unresponsive mostly when someone uses Office 2003. I’m on a small 10
PC network. It happens sometimes persistently all day and sometimes
just once in the morning when someone boots up. I can’t tie it to any
one computer creating the problem, I’m guessing it’s just a server
config issue. Any advice is greatly appreciated, I don’t want to
revert to a workgroup.

This isn't the typical 1058 event that's a known issue. The GUID for the
policy object is wrong. Are you able to identify the policy which is
represented in SYSVOL by C31E4F07-4DF5-4449-AE0E-3B632E6DC4E5?

You can determine this by running

gpotool /verbose

You'll get output for each policy which starts with:

Policy {31B2F340-016D-11D2-945F-00C04FB984F9}
Friendly name: Default Domain Policy

GPOTool.exe is part of the Windows Server 2003 resource kit available from:

http://www.microsoft.com/downloads/...69-57ff-4ae7-96ee-b18c4790cffd&displaylang=en

Once we understand which policy this maps to, we can think about how to fix
the issue.
