Event Error 1051 DHCP/BINL

I am getting an Event Error 1051 saying "DCHP/BINL service determined it is not authorized to service clines on network of Windows domain xxx.local" This is on my server that seems to intermittantly drop connections to the workstation. I then get another error "Dynamic Registration or deregistration of one or more DNS records failed because no DNS servers are available" I have both DCHP and DNS on automatically
I have to log all stations off and on all day and the local techinical support is stumped. Any Help on how I track this down
