I get the error message: "the system administrator has set policies to
prevent this installation" when I try to load Defender. I am on a winXP box
in Safemode logged on as Administrator. Can you help?

Are you in an environment where such a policy might have been set?

My own choice would be to look at solution C first--and definitely NOT do
