Error receiving messages - error code 0x80042109

I am able to send messages through outlook but cannot receive them. I looked
on the microsoft support website for answers but none of them resolved this
problem. This is the error messsage I get when I hit send/receive and look at
the errors:

Task 'SMTP server name - Sending and Receiving' reported error (0x80042109):
'Outlook is unable to connect to your outgoing (SMTP) e-mail server. If you
continue to receive this message, contact the server administrator or
Internet service provider (ISP).'

What can I do to fix this problem?

Also, when I click on send/recieve the window that shows process takes a
couple of seconds to pop up. Could it be because it has many tasks in process
(sometimes up tp 40)? Could it be the amount of tasks that causes the delay?

I'm a little confused, you say you can send but the error you indicate is
related to your SMTP (outgoing email) server. This would tell me you can't
send. Your incoming email comes in via a POP server so if you couldn't
receive email I would expect to see a POP error.
Another question I have is how often are you polling for mail? If you have
many accounts and you also have antivirus set to actively scan incoming and
outgoing messages plus you poll frequently for mail, this could be the issue.
Have you tried removing your antivirus software, reinstalling without
configuring the integration with Outlook. Also change your mail polling
frequency to no more often than 10 minutes.
You don't mention what version of Outlook you use.
