Error Message on Outgoing Mail

It seems that many people are having the same issue, or so it sounds like it,
with trying to send outgoing mail. I have uninstalled Norton which others
have been instructed to do, but I get the following error message:

The connection to the server has failed. Subject 'Hi!', Account:
'pop-server.wi.rr.com', Server: 'smtp-server.wi.rr.com', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

What actions should be taken to resolve this issue? Outlook used to work
properly, and just recently it started acting this way, what's the deal???

Settings look ok.
I just telneted to it ok.

Are you at home (on the RR network) when you get this error?

I am facing the same problem mentioned below. How to solve this problem. Few
days ago, it used to work, but now I am getting exactly same error message.

I am at home when I am getting this error. I used the WMUtil program and
nothing changed, I still get the same error message.

It is possible that Norton corrupted that email account just prior to
your uninstall of Norton.
Create a new email account with the same settings as the old one,
then delete the old account.

No change, still. I'm thinking about rebooting my computer to factory
settings, just so I can have e-mail!!!

No change after all of these things - I can still receive e-mail, but not
send it! Thank you for all of the help.

Shawn, I fail to see how resetting WM will fix anything in WLM.

This has got to be the most persistent send failure I've come across yet.
Time to drag out the heavy machinery!
I'm assuming that WLM is currently your default mail program, so
I will give you directions for that:
Try to do a send, and after the error message comes up, close WLM.
By default, WLM stores all transactions in the following log file:
C:\Users\username\AppData\Local\Microsoft\Windows Live Mail\WindowsLiveMail.log.
Open that file (it should open in Notepad), scroll down to the end, which represents
the most recent entries, then highlight the transactions associated with that
last failed send attempt. Copy that highlighted text, then paste into a reply here.

Check with Road Runner. There is something wrong with your setup, either
the wrong server name or the wrong port number.
