Windows XP Error 8: Not enough storage is available to process this command.

On a Windows 2003 Standard Edition SP2 server. Manually starting IIS gives the error, Could not start the IIS Admin Service service on Local Computer, Error 8: Not enough storage is available to process this command. Event Viewer shows the error: Service Control Manager / Event ID: 7023
The IIS Admin Service service terminated with the following error:
Not enough storage is available to process this command.

This is an Exchange Mail Server so I'd really like to not have to reinstall IIS.

not enough storage? verified that you have proper HD space, memory, pagefile, folder restrictions?

the last one is Technet for Microsoft. Sometimes it has to be specific to find what you are looking for, but most times you only need a few key words.
