error 1926. Config.Msi Permissions during Outlook 2000 update

When I attempt to update Outlook 2000 to allow calender sharing I get:
"Error 1926. could not set file security for file 'C:\Config.Msi\'
Verify that you have sufficient privileges to modify the security
permissions for this file."
Then the installation fails. Yes, I'm logged on as an administrator,
and I have the Office 2000 cd in the drive.

I tried installing from the cd and tried updating the Net Folders from
Add/Remove programs (it shows a little yellow "1" 'installed on first
use' on the net folders icon.

I did a cacls.exe and got:

C:\Documents and Settings\Spike>cacls.exe c:\
c:\ Everyone:(OI)(CI)(special access:)
DELETE
READ_CONTROL
SYNCHRONIZE
FILE_GENERIC_READ
FILE_GENERIC_WRITE
FILE_READ_DATA
FILE_WRITE_DATA
FILE_APPEND_DATA
FILE_READ_EA
FILE_WRITE_EA
FILE_READ_ATTRIBUTES
FILE_WRITE_ATTRIBUTES

I also did a search for the Config.msi file and the file could not be
found. Do I need to load this file somehow? What do I do to make this
Outlook2K Net Folders update work and fix this permissions error?

I received this error message when attempting to update
Word 2000, and when trying to install Palm desktop. This
is on a home PC with minimal user security, etc. I am
logged on as a user with administrator privileges. And
the file doesn't exist on the C: drive. Any help would be
appreciated.

This from Carolyn Napier in the win2000.msi group, 12/7, hope she doesn't
mind me repeating it here:

One thing to verify is that NT AUTHORITY\SYSTEM has full control on the C
drive.
Try running "cacls.exe c:\" from a command prompt. You should at least see
something that includes the following:

C:\>cacls c:\
c:\ BUILTIN\Administrators:(OI)(CI)F
NT AUTHORITY\SYSTEM:(OI)(CI)F

Jon,

I found a solution to my problem on Google Groups; the
solution was to give Everyone Full Control on the C:
drive. Start Windows Explorer, right-click on C:, click
on Sharing, then the Security tab. Since I only have one
user (Everyone) I granted that user Full Control. The
error message disappeared and I was able to complete the
install.
