Error 1406 During Installation of Office Pro 2003

Hi there,

Firstly, I have posted this question to a few newsgroups, without a
successful resolution. Here's my problem.

Using Windows XP Pro SP2 and trying to install my newly-purchased Upgrade
version of Office Pro 2003. Get Error 1406 relating to registry permissions
during install. The upgrade was from Office Pro SR1 2000 (note: all Windows
XP updates were applied, and Office 2000 had all updates applied also). I
have attached a jpg file which was a snapshot of what occurred at the time
of the installation.

Checked KB but couldn't find anything specific to the WinXP Pro and Office
20003 Pro scenario. Any suggestions as to why this is happening and how I
can get around it? One MVP referred me to two articles but neither helped
as they related more to Windows 2000 or Office XP, not Windows XP Pro with
Office Pro 2003. The articles referred to were:

As you will see from my attachment, this is not the same message as mine.
Neither does the installation stop. It continues after you hit "ignore".

The suggestion in item 4 of the 2nd article doesn't show up in my Windows
XP registry. Therefore I could not proceed further here.

4. In the Distributed COM Configuration Properties dialog box, click the
Default Properties tab.

In addition to the information given here I have I tried running the Office
Update from your online website. It downloads, but the installation fails,
perhaps due to the 1406 error. I have also gone through the Detect and
Repair process. TWO errors show up, , i.e., Excel Sheet and Word Document.

This is the error message I receive. Change for Excel or Word.

Error 1406: Setup cannot write the value Word Document to the registry key
\SOFTWARE\Microsoft Shared\XML\ProgIDs. Verify that you have sufficient
permisions to access the registry or contact Microsoft Product Support
Services (PSS) for assistance. For information about how to contact PSS see
C:\Program Files\Microsoft Office\OFFICE 11\1033\PSS10R.CHM. (This *.chm
file doesn't help, takes you to MS website.)

Cancel Retry Ignore

The Office 2000 install was complete and had all updates applied prior to
installing Office 2003. When the error 1406 appeared I chose Ignore three
times and it continued through to completion. When I Upgraded I followed
the Upgrade choice that was offered and system selected Run All from My
Computer

Also, on a separate issue (possibly due to the 1406 error problem) my 2nd
disk, Business Contact Manager, refuses to install. It gets to approx 95%
the way through the installation and then rolls back. Would this have
anything to do with the problems experienced with error 1406 on Disk 1?
Believe Excel and Word were problems, but there may have been a third app
that I missed.

Note that I have no problems opening any applications so far. They all
appear to be functioning just fine. It is the updating to SP1 and the 2nd
disk that I cannot
install at present. Also, I have installed other programs (different
companies) and I have had no problem with them. That is after the Office
Pro 2003 installation occurred.
