Emule fatal error unable to create socket on ports

I downloaded "emule", a peer to peer music sharing file
per a recommendation from screensavers tv program on Tech
TV and got the following message in the log/server info
"fatal error-unable to create socket on port 4662 and
4672". As a result, I am not able to download anything.

A little history: About 3-4 months ago I downloaded a file
over kazaa lite++ and got a worm or something that
disabled the search and downloading function of ++ and
caused other programs to malfunction. I then saved all the
pertinent files and re-installed XP home, and re-installed
kazaa++ as well. It still would not download. So I gave
up on it altogether and uninstalled ++. So then I tried
downloading emule to see if that would work instead of ++.
But it doesn't search or download either. Do you think
the previous malware shut down the socket capabilities and
can they be fixed?

I have a pentium 4, 2.8 processor, 2gig ram, 150 gig HD,
and have cable internet.

Don't use peer to peer sharing. It invites malware,
worms, viruses and lawsuits. In this case, just click on
the upper left icon in emule and you will connect to the
network.
