Doopenpipestream could not be located

In Windows XP Home, if I try to go to "help and support"
and some other functions, I got message "The procedure
entry point DoOpenPipeStream could not be located in the
dynamic link library ScrRun.dll". I just did a disk
fragmentation. Is this eror something to do with the
disk fragmentation?
