Does VBA work with Outlook only or Outlook Express or both?

What do I have to do to get started with VBA programming in Outlook Express?

I already use VBA with Access and Word, but I can't find any menu option to
bring up a VBA editor in Outlook Express.

Is this a feature that is only in certain versions of Outlook?

Outlook only. See http://www.outlookcode.com/d/vb.htm for tutorials and other resources to get you started. There is no equivalent for Outlook Express (which is not a version of Outlook, despite the similarity in name).
