Does Reminder Window Open if Outlook Not Running?

I am absolutely new to Outlook. I opened Outlook 2003 24 hours ago and it's
the first time I've ever even seen a version of Outlook.

I am setting up events with reminders. If I don't have Outlook running as
an open program, will reminders still pop-up? Or do I have to have the
program running, as in open on the taskbar, before I will see a reminder? I
do seem to get a reminder window if I have the program open.

is there a way to change this and have outlook closed and the reminder
still popping up - like Microsoft Works Calendar?
