Do i use .zap or .mst files

I have two departments at work. One requires MS Word and
Excel but the other requires MS Word and Powerpoint.

How do i get the setup the .msi package to do this?

Do i need to 2 different .mst files and associate them
with the .msi file

or

Create a .zap file for each department

or any of these?

For MS Office, use the Office Resource Kit to create transforms
you will apply to MS Office packages. Create a transmorm for for each
variant of the install. and add the MS Office package once for
each transform.
