Dial-up Connection Disappeared; Ability to Set-up new one disabled

Internet Dial-up Connection has disappeared after a reboot
from the network connections listing. I have tried to
recreate however under the wizard the choice for choosing
dial-up from other ISPs is grayed out.

THere is no problem with the modem. It tests fine.
Norton Anti-virus is current and updated.

Remote Access Service is running.

Any suggestions as to what might have caused this
connection to disappear and the ability to recreate
disabled?
