Put any picture into your folder "My Pictures" and it appears on the
"desktop "tab" / background list" automatically. You can rename the file in
"My Pictures" by right-clicking and choosing rename.
Also you can Right click a picture file and choose "Set as Desktop
Background" from the menu that pops up, but I think then it only appears on
the "Desktop Tab / background list" until you select another one from there.

Backgroung pictures are Bitmap images *.bmp , and
JPEG .jpg images. They are located in your \windows\
directory and can be added/removed/ or renamed from there.
In XP the pictures from the "my pictures" folder will also
show in the desktop tab
