Desktop alert displayed but message can't be opened from alert

I'm using Outlook 2003 and I'm having an intermittent problem that the local
folks haven't been able to fix. The desktop alert wil be displayed, but
when I click on it to view the entire message, the message isn't opened and I
get a failure message. I don't recall exactly what it says. Can someone
help us figure out the source of this problem. Using Outlook 2003 with an
exchange server.

The error message I get is "The Operation Failed" and it appears to happen
when the message is acted upon by a predefined rule. I've only seen this
for the last few weeks and I've been using RULES for far longer. Comments?
