Delete rules without using rules and alerts

I can create rules from individual messages, but I cannot open the "rules and
alerts" function (it pops open and closes), but I want to delete existing
rules. How can I do that? I don't mind deleted them all.

This is Outlook 2003, with all updates. Not sure what type of account means;
I'm an ordinary home user.

Start-> Run; outlook /cleanrules

See if it works now.

Worked like a charm. Thanks. Any idea why when I click on "rules and
alerts" the window flashes open and then shuts?
