Defragmenter stops before complete

Disk defragmenter stops consistently before completing. I says it cannot
continue because some files could not be defragmented.

Why is this? What I can I do about it? Some of the files it claims it
cannot defragment are quite large, and have many fragments (over 1000 in a
few cases).

I'm running it in safe mode.

Brian,

The built-in defragmenter is limited in ability - even if running in Safe
Mode.

What are the names of these large and heavily fragmented files?

Greg,

The types of files that cannot be defrag'd vary; mostly, they are files in
the WINDOWS folder, including temporary Internet files and compressed files.
My Outlook PST file is also one of the files - it's quite large and
considerably fragmented (over 3000 fragments, according to defragmenter).

Would the trial version of PerfectDisk lead the way?
