Defrag doesn't defrag completely

Hi,

I'm technically oriented, but cannot understand why W2K defrag doesn't work
in this situation....

I have a 80GB USB drive with 45GB free space. This is a backup drive, so
it's only written to a few times a day.
It was very close to full at one stage, but I removed a whole bunch of
stuff.

I've run defrag on the drive about 4 times and these files don't defrag:

5,264 4,442 MB \Backups\AllDataOnSinglemaltDiff.bkf
5,602 2,047 MB \Backups\merlot.tgz
214 437 MB \Backups\Source050612.bkf
175 410 MB \MerlotDataBackups\MerlotData050601.tgz.gpg
plus a whole bunch of files with only a few fragments and others with 100+
fragments.

Why doesn't defrag do its job? Is it just buggy? A long search on the net
certainly says that it's a limited product, but no-one has specifically
mentioned bugs like this.

Free space fragmentation is said to be 0%, so I could just copy these files
and remove the old ones. That should defrag them. But that's what the
defrag utility should be doing!
