Defining IP Address from MAC Address

How to define the IP addresses if I only had a MAC addresses.
Appreciate it if someone could help me.

Define, or find out what IP address is assigned to something based on the
MAC address?
Type arp /? in a command line ...

Sorry, what I mean is to find out what is the actual IP address for the said
MAC address. I tried to use arp but its not working eg. arp -a -N
??-??-??-??-??-??
