Creating users from a list

Is there a way to create new users and/or groups from an
existing table or spreadsheet.

Item #38 in the Microsoft Security FAQ shows a function for creating
users progammatically. Open a recordset on your table and walk thru
each record, calling the function to create the users. There is a link
to the FAQ in the site in my signature.

Is there a way to create new users and/or groups from an
