creating multi level drop down menus for navigation

ms office FrontPage 2003 sp2
win xp pro sp2

Is there an automated way of creating a multi level drop down navigation
menu, possibly based on the FrontPage navigation structure? The
format>insert>jump menu method seems time consuming and inflexible, and
(unless I am mistaken) is not integrated with FP's navigation structure.

Any suggestions?

If FP can't do it, is there a "plug-in," or another kind of web authoring
program, that can?
