Creating Group Policies using the Group Policy Management MMC

We are an Windows 2000 Native domain. I have created an orgainizational
unit and I want to create a group policy for this OU. I am trying to give
my tech support (non-domain admin account) permissions to be able to change
settings on this group policy object. What is the correct way to do this
in this MMC? What permissions does this account need?

Editing of a Group Policy Object"
