cpu use goes way up after recovery from "sleep" mode

The use is in the SVCHOST, PID 1012. It uses up to 99%
of CPU time and at times Windows XP fails altogether.
Short of a complete reformat and reinstall of Windows can
you suggest. What does this process control? I can not
change the priority of this activity nor can I end
process.
