Constant runtime error and do you wish to debug?

One of the guys at work constantly gets a runtime error, do you wish to
debug. Line:1 error, Invalid Character. What in the heck is that. Every site
he goes to brings up that message. I did turn of the part in internet
options, where it disables the debugging part. Any help is
appreciated.............Peter
