Computer not restarted after CHKDSK runs at boot up. XP Pro--SP2

This is the problem ----When the HDD volume has been set as dirty and CHKDSK
runs at next boot (called by the kernel) it completes all tasks perfectly
then gives the "please wait whilst your computer is restarted" message and
then just hangs forever.---

You have to reboot the PC, then use the recovery console version of chkdsk
(or another boot disk eg.barts pe) which will clear the dirty bit and then
boot up into windows again. The volume now shows as clean.

My question is "is there a registry enrtry that sets any waiting time before
re boot" as it used to take only a fraction of a second when it was working
before this episode.

Another fact that may be of interest is that this problem only happened
after I fitted a new HDD and did a disc to disc clone with Symantec Ghost. I
repeated the exercise twice in case there was a image error the first time
but it still did it after the second clone. All other functions work
perfectly it is only this chkdsk problem.I have done all the usual searches
on the Interent but have not found a "chkdsk hangs" issue.
