Combining 2000 and 2003 pst files into 1 2007 pst file

Just purchased new HP pavillion with 2007 and Vista

I have older pst files from 2000 and 2003 with contacts, important email and
rules

How best do I combine these files from the get go so that they are all on my
new machine?

You copy the files to some location on your new PC eg My Documents, ensuring
any read only flag is off, then in OL File>Open>Data File .......browse to
location and open the files.
You have the option then to leave them open or copy data to your new data
file - do NOT use import

Before I do something wrong just reasure me as to what you mean by "OL" in
the term OL File

"in OL" means "in Outlook": Use Outlook's File | Open | Outlook Data File command.

I have a similar question about moving files from my Outlook 2002 on a
desktop to Outlook 2003 on a laptop. How would I do that?

Exactly as DL said - copy the pst file then do File-Open-Outlook Data
File....
