Client configuration RDP-TCP properties

I set the RDP-TCP properties so that when a client logs
on, the client settings are overriden and a particular
program automatically starts.

I was hoping however, that when the administrator logs on,
these settings would not take effect and the Adminstrator
would be able to go directly to the desktop of the server.

As I found out, this doesn't happen and the program
automatically starts the same for the Administrator as it
does for any other client logging on.

Is there a way I can not have these settings apply to the
Administrator but to all other TS users?

We are using Windows 2000 server with SP4.

I went in and made a OU and I called it Terminal Servers.
I moved the server that I want to use into the OU.

I went in and changed the Computer Configuration Loopback
policy to replace. I denied Apply Group Policy to the
administrator.

I was little confused as to what to do next. Do I go into
RDP-TCP and set the desired program to run there or do I
set a policy at the computer level or user level to start
a program during logon?

So I did all three. I couldn't get the program to run by
using a policy to start program at logon and if I set the
TS client settings to start the program in RDP_TCP
configs - The program would start - even for the
Administrator.

I am back at square one. Did I miss something? I have
read and re-read all the articles you suggested.

Assign this via Group Policy using the loopback policy,
then deny the administrator account the apply policy
permission in the GPO.
