Can't send email. Outlook 2007 (WindowsXP). error message 0x800ccc

    Task 'mail.(my ISP).net - Sending' reported error 0x800ccc78: unable to send
    the message. Please verify the email address in your account properties. The
    server responded (IP address <my email address>) sender not available.

    I'm seeing messages that should be getting sent ending up in "Output
    folder". Also I am being prompted for my password every few seconds. The last
    time it acted like this, there was no internet connection, but I definitely
    have internet now.
    Extremely frustrating! Any direction I can get will be helpful.
