Can't Reset View Encoding to Western European Windows

I had to delete Internet Browser because of imbedded
spyware which caused, among other things, the browswer to
either stay in Unicode --UTF-8 or Western European ISO. In
either of these two I am unable to see most graphics on
the page. I tried resetting, using AutoSelect, but it
won't stay set. I've installed and deleted Internet
Explorer to no avail.

I did get rid of most of the spyware,I have no idea what
to do other than use another browser. Please help! :-(

Read this article. Make sure that you have the required .nls files and that
your registry setting is correct.

Pictures Are Not Displayed on Web Sites in Internet Explorer
A Web page may display an image as a red X, or a placeholder may appear in
place of the image.

p.s. you may want to try a repair of IE.
Add.Remove programs/MS/IE repair...
