Can't open file and error soap message

I can't open my Turbo tax file off the desktop or from the
file folder. I click on and nothing happens. Also, when
I start the computer an error message appears system soap,
which never appeared before. Thank you

Have you run or installed

System soap lately and deleted some files ?

Probably not a Windows file system error.
