Cant have more than one IE window open at once

everytime i go to open anew explorer window the old one
closes so i cant have more than one open at a time.
could anyone help me to fix this problem or tell me why
it is happening? thanks!

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".
