Can't get in Window - Ordinal 258 could not be located in the dynamic link library SHELL32.DLL

I deleted some hotfixes from Window XP Professional, and when I restarted the Windows, I could not get in and an error message:

Ordinal 258 could not be located in the dynamic link library SHELL32.DLL

came up. Does anyone know how to fix it?

Why are you removing "hotfixes"? Most are critical updates
to XP's system files.
