Can't delete Adware.Roimoi file imhvi.exe

Norton Antivirus 2004 detected an adware.roimoi threat. I followed instructions from Symantec and removed the registry key HKEY_LOCAL_MACHINE\SOFTWARE\ROIMOI, but when I try to delete the C\Windows\imhvi.exe file, my computer tells me access is denied and won't let me delete it. I can't even delete it when I do a search for it, open the file it is contained in and try to delete. I am running Windows xp home edition. I keep getting pop ups from popuppers.com even when I'm not on internet explorer - just at my desktop. Please help!

Press Ctrl + Alt + Delete to bring up the Task Manager, terminate the
running instance of imhvi.exe and delete the offending file.
