Can't create floppies from WinImage .exe file

I'm trying to create a "F6" floppy to load AHCI sw before installing Windows
Vista but the exe file "F6flpy32.exe" fails with the 2 errors:

1. Windows error n. 5
Access is Denied

2. Disk Error n° 69 on track 0 head 0
Access is Denied

Is WinImage incompatable with Windows Vista?
I can create the same "F6" floppy on a Windows XP PC.

At what version? The current WinImage kit is version 8.1; that's the first
version for which the web site claims Vista compatibility.

From the 8.1 readme:

there is two new feature on 8.10:
- WinImage can open somes VMWare VMDK file (feedback welcome)
- when installed under Windows Vista/Longhorn, a second "Administrator"
icon
is created to get all feature that need administrator right
- WinImage can create a VMDK file from a physical drive

I downloaded a file made with ver 6 and it wouldn't work. I then went to the
web to download WinImage 8.10 (The latest version) and rebuilt the .exe file
and that one failed to format and write a floppy as well. At this point all I
can do is use the WinImage app to extract WinImage files and write them to a
floppy manually. It doesn't appear Ver 8.10 is compatable with Vista SP1.
