Can't access Program files folder over network

I have two computers connected through the Windows Network:

Computer 1:
Name = X1
Windows XP Pro
X1\C is shared.

Computer 2:
Name = X2
Windows XP x64
X2\C is shared.

I am logged onto both computers with administrator rights.

From X1 using Windows Explorer I can generally access X2\C folders
(including hidden). However, if I try to access X2\C\Program files I get the
message, "\\X2\C\Program files is not accessible. You might not have
permission to use this network resource. Contact the administrator of this
server to find out if you have access permissions." From X2 I can access
X2\C\Program files without a problem.

The same situation exists if I try to access X1\C\Program files from X2.

How can I access these Program files folders over the network? (I need to do
this because a shared license file is located in the X2\C\Program files
folder. Therefore, right now I can't run certain software on X1 that needs
to access the license file on X2.)

Also, if I right click on the Program files folder locally on either
computer and then access Properties\Sharing, the "Share this folder on the
network" is not available (grayed out).

By default, Windows XP blocks networked access to the Program Files
and Windows folders. To allow access, disable simple file sharing:

1. Click Start | My Computer | Tools | Folder Options | View.
2. Scroll to the bottom of the list of advanced settings.
3. Un-check Use Simple File Sharing (Recommended).
4. Click OK.

You might have to un-share and then re-share the C: disk to make the
change take effect.
