Can't access C\Documents and Settings\Owner\Local Settings?

I am unable to access Local Settings and any of its sub folders in
Documents and Settings\Owner\. I do not find it in the other two
entries under Documents and Settings: Administrator or All Users
either.

I have enabled Show Hidden Files and Folders and unchecked Hide
protected operating system files but can only access Local Settings
and Application Data but entering it in Start\Run.

Can anyone explain why it cannot be found by going directly to
Document and Settings\Owner?

I think if that happened to me I'd try running chkdsk and/or scandisk.
