Cannot Stop "Remote Access Connection Manager"

I am using Windows 2000 and if I try to stop the Remote Access
Connection Manager I get the following error.

"Could not stop the Remote Access Connection Manager service on Local
Computer. The Service did not return an error. This could be an
internal Windows error or an internal service error."

It is necessary to stop and start this service while using TAPI to
register lines with the server, as the telephony service is dependent
on RAS.

A work around is to disable the "Remote Access Connection Manager" in
the SCM but it is now necessary to allow for remote access and hence
the problem.

Does any one know how to stop this service, or if it is a windows
internal error or what??
