Cannot reply to some messages and change font color....

When replying to an email from my "In box" in 2003 Outlook, I find
that some messages but not all have the entire bar with the
color/font/alignment/etc grayed out and I cannot reply in
color.....Yet- with some I can....I need an explanation and a fix at
replying to all in-box email in color if I wish to do so.

No expert I, but...

I believe that there is an Outlook setting that causes your response
to be in the same format as the message that was sent to you. So, if I
send you a Plain Text message and you respond, your default for that
message would be plain text as well...

I just experimented with this a bit...

I use Word as my email editor (do you?).

I set Outlook to default to HTML for composing messages. Then sent a
message to myself as plain text. As I expected, when I attempted to
reply to that message, Word defaulted to plain text (to match the
message to which I was responding.)

At that point I could drop down the format list to respond in HTML if
I wanted.

That aspect seems to be different in your situation... but I suspect
that it is an Outlook setting.

If the message is sent as plain text, you will need to change it in order to
have formatting. This applies irrespective of whether you are using Word as
the editor. Plain text does not offer any formatting options.
