Cannot Install Required Files - error 0x80070714

When trying to installed Vista RC1 Build 5600 it gets nearly through 99% of
uncompressing files then says "Windows Cannot Install Required Files. Make
sure all files required for installation are available and restart the
installation. Error Code 0x80070714"

I am installing from a downloaded ISO - MD5 checksum matches. Burned to a
DVD+RW at 2.4x.

Machine is a Dell Optiplex GX-280 with 80GB SATA drive.

I deleted the partition and created a new drive partition and formatted
before installing so this would be a clean install.

Any help would be appreciated.
