Cannot connect workstation to domain once I added another Domain Computer

I just added another server to my domain. I ran dcpromo
and added the new server to my current domain and I wanted
to remove the old server.

With both servers running, I tried to add a workstation to
the domain and got the following error message, "Windows
Cannot Create the Object Because the Directory Service Was
Unable to Allocate a Relative Identifier". If I turn off
my old server, I could connect the workstation.

I guess my old/new server doesn't sync properly with the
active directory. Is there a way to make my new server
the master domain controller to allow me to remove the old
server? I would I go about doing this.
Thank You

You need to transfer any of the 5 FSMO roles that are running on the
soon-to-be-retired DC.
