i have this system32\installer\files\ directory that
contains 250mb files, such ad 297f796.msp etc.
what are those files, and can they be deleted without
    harming my system?

These files have been created by applications that used MS Installer and patches. You better don't delete them since you may not able to un/reinstall the applications.
