Can receive emails but unable to send emails in Windows Mail

Hi, I hope someone may be able to help.
I have been setting up mobile broadband (02) and anti virus software
(Mcafee) today on my laptop which is fine except for my email.
I can receive emails with no problem but I am unable to send emails. This is
the error message that I get:

An unknown error has occurred. Subject 'test', Account: 'pop.ntlworld.com',
Server: 'smtp.ntlworld.com', Protocol: SMTP, Server Response: '421
aamtaout03-winn.ispmail.ntl.com connection refused from [82.132.136.199]',
Port: 25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67

I don't know whether it is something to do with the virus
protection/firewall, something to do with the email settings (which I have
checked) or maybe something to do with the mobile broadband or something
else. I have tried sending email with temporarily switching off the email
virus checker, etc but this didn't work either.
I hope someone can help if possible. Hope I've given enough info.
Thanks,
Sarah

"Unexpected" termination is usually caused by interference from an
antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
