Can only save pics as bitmap? Want to save as JPEG ???

My son was using my computer last. And when I went to save a picture from a website the only file type option was Bitmap?? I use to be able to right click and "save picture as" then select JPEG. My son was using paint, but swears he didnt change any settings.
What is weird is I did a system restore, and that did not fix it? And, I can right click and "e-mail photo" and it sends it as a Jpeg, but when I open the email and right click the picture to save, it then only gives me the Bitmap option.
