Can I stop word from opening a document that is opened by another user?

I would like to stop word 2000 letting users open
documents that are already in use by other network users.
Any help or information on the possibility of this would
be greatly appreciated.

Word never allows a document already in use to be opened for editing; it
will allow it to be opened "read only" or as a copy.

In a networked situation, it becomes a training issue. You have to change
their behavior. Explain that when they bypass the "do you want a read-only
copy", they are wasting time, they will have to go back and somehow get
their desired changes back into the actual working company of the file. When
they realize how bad this is for productivity, they'll realize they should
wait and work on that task later, or call the person who has it open and get
them to close it.
