Can forms be created with editable and non-editable regions?

I would like to create a form to be completed on the computer so I would like
to have some areas that the candidates may change and then areas that cannot
be altered. How can I do this?

If you insert section breaks you can leave one section unprotected; that
way, users will be able to edit certain areas freely.
