Cable tech causes outlook problem

Cable guy came by to fix problem of connectivity loss at times.

After making a change or two with my WinXP home conf. and problem
still persisted he found the real probnlem with the cable install.

Now when I start Outlook Express I am asked if I want to work
online!!!!! <grrrrrrrr> Then have to click yes.

Anyone know what the H___ this guy did and how to fix?

Reverse the following...
From OE HELP:
To set up Outlook Express to reduce online time

[[You can set up Outlook Express to automatically disconnect after you
select Send and Receive from the Tools menu. You can then read and compose
messages offline without incurring charges or engaging a phone line.

1. On the Tools menu, click Options.
2. On the Connection tab, select the Hang up after sending and receiving
check box.
3. If you connect to an IMAP or HTTP server, click the server name in the
folder list, and then make sure that the items you want to view offline are
checked.

Notes
* To reconnect to send or receive messages, on the Tools menu, point to Send
and Receive, and then select the option you want.
* If you select an IMAP folder when you are offline, and you have not
checked Work Offline from the File menu, Outlook Express will reconnect, and
will not hang up when you click Send/Recv. ]]

Also if any GlobalUserOffline value is set to 1 in any of these registry
keys, IE and OE will start Offline every time.

HKEY_USERS\SID#\Software\Microsoft\Windows\
CurrentVersion\Internet Settings

HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\
CurrentVersion\Internet Settings

Value Name: GlobalUserOffline
Value Type: REG_DWORD
Value Data: 0 or 1
0 = Offline is disabled, IE and OE start Online.
1 = Offline is enabled, IE and OE start Offline every time.

A trojan/virus/worm can also cause this problem.

Update your antivirus software and run a full system scan.

Update whatever anti-spyware applications that you have and run a full
system scan with each one.

You might want to start in Safe Mode to run your antivirus and anti-spyware
software.

Running a full system antivirus scan or anti-spyware scan in Safe Mode can
be a good idea. Some viruses and other malware like to conceal themselves
in areas Windows protects while using them. Safe mode will prevent those
applications access and therefore unprotect the viruses or other malware
allowing for easier removal.
